"out of service" means that no one is staffing the boat overnight - or
maybe no one is staffing over the weekend - or maybe it has been
raining for a week and there aint no need for no stinkin fireboats
note - these boats are used to fight wildfires along the Colorado
River - and maybe boat fires also - since a boat fire can spread to
the vegetation (in theory)
FWS = fish and wildlife service - a federal agency
NWR = national wildlife refuge - which are protected by FWS
CRD = colorado river district = an administrative subdivision of BLM
BLM = bureau of land management - another federal agency
pretty sure we have seen pictures of 1 or 2 of these boats online

Imperial NWR is at Yuma - so basically just 2 locations have all of
the boats - Yuma and Kingman - the boats might be on trailers - they
are around 25 feet long iirc - so they can be based nearly anywhere
from mexico to las vegas on a daily basis maybe
