note - for boston fd - the 'ops chief' is inside the bld - the 'IC' is
outside the bld - but everyone is 99% on the same radio channel all of
the time so its a distinction without a difference

for butler pa - you would think it would be a pretty simple setup - 1
command post - maybe 2 state police channels and 1 local cop channel
and maybe 3 secret service radio channels
