turtleboy covered this a long long time ago - he said the law was
designed to protect people who wanted to testify - which is exactly
what the canton 9 were saying
have not heard turtleboy bring this up again - it almost seems too
simplistic - perhaps the police and DAs and judges have totally lost
their minds in Canton
