mass state police are totally broken - they have been for a long long time
MSP has 4 major components - highway patrol in eastern half of state -
highway patrol and small town patrol in western part of state - state
police special service units (helicopters + divers + swat + riot squad
+ bomb disposal etc) + detectives for major crimes in each county
except suffolk county / boston
probably could move all the state police under the county elected
sheriffs - but keep the statewide units intact - but air wing should
merge with the medevacs - and bomb squad should merge with arson guys
- and divers should merge with FDs and USCG - etc etc
