3 on engines - 4 on ladders - 1 on tanker - 2 on brush truck
if first due is short staffed after an "appropriate time" - other rigs
have to be fully staffed - ( is that really a good idea? ) - if you
can only get 1 guy in 2 stations to a daytime fire, wouldnt it be
better to have both guys respond instead of just 1 of them?
