most of district is SRA - eastern 1/3 is in Cleveland National Forest
- which means that the state and the feds have primary responsibility
for wildfire control - but zero responsibility to handle any other
fires - and sorta zero capability also - unless the usfs engines have
scba - which they very well might - all calfire engines have scba -
not sure if they have bunker gear or not - they dont have AED
