the city of ogdensburg - the only city in the county apparently - does
not have a separate tax for fire service
the towns with multiple fire tax rates usually have a separate tax
rate for each FD in their town
some fire taxes span multi towns
the Brasher-Winthrop FD seems to be funded by 4 different fire tax
rates - stockholm + brasher falls + brasher + winthrop (3 towns are
involved)
