gonna guess that the first radio called for each company is the mobile
radio affixed to the vehicle - the other radios are the portable
radios (it seems)

this would indicate that they are operating 7 companies with 3 people
on duty in each company - plus 1 Deputy Chief plus 1 Dispatcher or
maybe 2 Dispatchers - so they have 23 or 24 people on duty per shift
... ie 23 or 24 people on duty at any time / at all times
