there seems to be a huge problem here in this article - " The annual
average fire response time was 9 minutes and 20 seconds. The NFPA
recommends a fire response time of 6 minutes and 24 seconds. " -
pretty sure that nfpa goals are for 90% of all calls - which means
that nfpa calls for an average of approx 3 minutes - but henderson is
providing an average of 9 minutes - WHICH IS TREMENDOUSLY BAD
