Hurricane Helene update etc

Communications: Cellular sites continue to regain connectivity across
the impacted area; MEOV remains deployed for support ▪ GA:
Communication capabilities are stabilizing with ongoing power
restoration, and federal responder communication assets are enroute ▪
NC: Cell site restoration has improved by 10%. Project Roll Call
analysis is ongoing in the most affected areas. Federal communication
support remains deployed, with additional satellite resources enroute.
▪ SC: Communication capabilities are improving as power is restored,
with federal responder communication assets still deployed ▪ TN:
