mass has a new procedure for handling statewide 911 failures

911 calls can be routed outside of massachusetts in case of a major
911 failure - see page 2 of 9

problem - if there is a major problem with the national telephone
routing system - how will the Vizz PSAP get the info back to
Massachusetts? they probably need a sat phone to bpd hq or to mema hq

bpd could go up on bapern 3 and reach most PDs within 495 - except cape cod

mema could go up on 151.145R and reach out statewide - and probably
not get any answers from anyone - but anyhow - maybe each fire
mobilization point needs an alerting receiver on 151.145 -that would
cost at least $14,000 or maybe $1,400
