seems insane - they are sitting on $3M and the auditors are bitching
because an envelope isnt sealed or someone didnt initial a
reconciliation
its not a real audit anyhow - its a partial audit - whatever that is -
they state that right in this report
they also dont know if they really have 15 ambulances or not
