these "service net" channels typically have fewer repeaters than the
forest net channels and the admin net channels - the service net
channels are typically used for dispatcher to IC comms on larger
wildfires (where there is no cellphone service) - the service net
channels have been historically shared by groups of Natl Forests -
possibly they are moving to supply each Natl Forest in Calif with
their own service net channel - and they might be doing the same with
the law enforcement net channels
in the end - each national forest in california will end up with 4
repeater nets - forest + admin + law enforcement + service - plus
maybe a flight follow channel also
