took them 12 minutes to find their way to the fire - cops sent them in
wrong direction - then they had to go down tiny alleyways
me thinks they need better radio comms and preplans - they could set
up staging areas or muster areas for each slum - but they act more
like swarm than a FD - which is what you get with 300 VFDs in 1 city
