sounds good - but I wonder who does the actual dispatching? who
dispatches ambulances in Manila? the police? via 600 different
telephone numbers?
there is some sort of coordinated ems system in manila - it might just
be a licensing system - but I saw a sign outside a volunteer fire
station in Manila that had their ems / forest responder (license /
agency) number - so apparently there are some sort of rules in place
