looks like the vols are dispatched via TXTFIRE - which is a text
message based system - they have their own 7 digit telephone number
but I dont know if they are officially connected to Manila FD

the dispatch for the vol engine might go like this - phone call to 911
or 117 - call info given to Manila FD Dispatch - Manila FD Dispatch
Center dispatches Manila FD units - maybe Manila FD Dispatch Center
also sends message to TXTFIRE Dispatch Center - maybe not

TXTFIRE might jump the call by listening to Manila FD radio - or gets
"tips" from Manila firefighters - or maybe TXTFIRE members hear sirens
and look for smoke - and then call the TXTFIRE telo number or call in
via radio
