Aoba Volunteers in Yokohama City Japan

Yokohama is a city with 4 million residents - the city is divided up
into 18 wards - I think that each ward has its own volunteer fire
brigade to support the paid firefighters

this page has multi photos of the Aoba Ward volunteers - they have
small pumpers and chain saws etc

The Aoba Ward Volunteers have 25 stations and 25 tiny pumpers - they
have 451 volunteers - the tiny pumpers have 1 portable pump each it
seems

typically the volunteers do receive pay for training and response to
calls - afaik - they are considered to be part time municipal
employees - same as the USA it seems - but I think they might only
respond to earthquakes and typhoons in the big cities
