Helsinki FD has 700 employees - they do fire and ambulance service for the city
Boston Mass has 700,000 also - but iirc - FD has 1400 employees and EMS has 300
So Boston spends approx 250% more for fire and ems than Helsinki does

(Helsinki also has 15 volunteer fire brigades that back up the 9 paid stations)
