Moines Sta 22 - possibly another way to say this is - Clive pays for
50% of personnel costs at West Des Moines Sta 22

Sta 43 - Clive pays 40% of personnel costs at this new Urbandale FD station

I dont have exact info on which vehicles are in which stations and who
owns which stations - I suspect that Clive just owns Sta 32 and the
rigs therein - and possibly Clive staff only work from Sta 32 - so
basically they have 1 station, and half shares in 2 other stations
