I suspect that the procedure is - OIC tells dispatch center to call FL
EMA HQ in Tallahassee and request some USAR teams - or OIC calls
county ema who calls state ema - does not really seem like a
burdensome process to me
I think the reality is - the OIC knew that there would be no survivors
- and the nearby blds could be very unstable
