all dispatching for first, 2nd, and 3rd alarms is done by local dispatchers
dispatching for higher alarms is done by MetroFire ... (except for
Boston, they always do all of their own dispatching, up to 10 alarms]
..... after 10 alarms MEMA State Control starts dispatching the strike
teams from across the state
