2nd and 3rd alarms might just receive off duty staff
with mutual aid called on an ad hoc basis
not sure if they follow the essex county 10 alarm card or not ... or
if it even applies on the first 3 alarms
on the 5/28/2022 3rd alarm fire that had around 10 off duty guys
report to HQ and they were staffing the reserve engine and a ambulance
... and the reserve ladder at west gloucester station
you can see that even a small city can yield quite a large fire force
the gloucester fd budget for FY2020 was $9M ... that included $20K
for cell service
