Really not sure what this means - seems to say that the FD 'of' the
Safety Bureau is now the FD 'under' the Safety Bureau

In order to strengthen the leadership of the city's fire protection
work and firefighting teams, the municipal party committee and the
municipal government decided to change the Fire Department of the
Municipal Public Security Bureau to The Beijing Municipal Fire Bureau
is a secondary bureau and is still under the leadership of the
Municipal Public Security Bureau. The internal agencies of the
Municipal Fire Bureau will adjust accordingly based on the principle
of streamlining the upper level and enriching the grassroots level.
