just thought this up - new nationwide public safety radio scheme

1. every dispatch center has a drone they can launch to an emergency
scene and provide simplex comms back to the dispatch center - each
drone has the capability to operate simplex on 3or 4 of 30 onscene
simplex channels

2. every public safety radio has 30 onscene (nationwide) simplex channels

3. for any incident - the dispatcher will announce when the comms
drone is onscene and which channels are being monitored

for examples - units working at the brush fire on Lopsided Mtn, the
comms drone is now onscene, dispatch is monitoring on scene channels
5, 6, and 7 - all units presently onscene can switch to Channel 5 at
this time at your leisure

all of the onscene radios could have a built in 2ndary receiver on
'OnScene Ch 1' - or be scanning 'OnScene Ch 1' - and 'On Scene Ch 1'
would only be used by the IC (or the dispatch center) to broadcast
life or death messages

the only place this would not work would be in deep basements and caves
