there seems to be 2 levels of industrial fire departments - incipient
fire brigades and full blown fire brigades
incipient fire brigades might use portable fire extinguishers only -
and maybe fixed monitors
possibly the incipient fire brigades do not have SCBA - but they might
have fire coats, pants, helmets, gloves, etc
industrial hazmat units seem to be of 2 or 3 types - many sites have
scba and patch kits too handle small ammonia leaks - some sites have
full blown hazmat teams with mobile units (haz mat trucks) and spill
control equipment
many sites have Emergency Response Teams - they can be a mixture of
fire, rescue, ems, hazmat, spill control functions
maybe EPA + OSHA + NFPA + industrial + insurance regulations determine
the level of protection at any given site
there are Emergency Action Plans (for smaller sites) and Emergency
Response Plans (for larger sites) - maybe required by EPA regs
