when I say 'surrounded by' - we mean - agencies that have shared
borders and/or have mutual aid agreements that get daily usage
the underlying question being - if all of the FDs in the USA were
nationalized - would it look like FDs in other counties? - would it
make an appreciable difference in effectiveness or response times?

London UK - surrounded by approx 5 FDs - each with approx 30 stations
and serving approx 1 million people each - each FD covers 1 county
Paris FD - surrounded by approx 5 FDs - each FD serves 1 "department" / state
Tokyo FD - surrounded by approx 15 FDs - FDs serve either 1 city or 1
village or 1 regional group of villages/citys
Berlin Germany FD - surrounded by multiple volunteer FDs - but they
all mght be dispatched by 1 fire dispatch center
Moscow Russia FD - maybe surrounded by 2 state FDs
Beijing China FD - maybe surrounded by just 1 provincial FD
Boston Mass FD - surrounded by 14 FDs
FDNY - surrounded by maybe 30 FDs - some dispatched by county dispatch
centers - some not
Philadelphia FD - surrounded by maybe 5 county dispatch centers - plus
a couple of refinery FDs
Chicago FD - surrounded by 1 airport as an suburban appendage + maybe
15 FDs or 15 groups of FDs - each with their own dispatch center
Los Angeles City FD - surrounded by 1 huge county FD + 1 National
Forest + 2 or 3 city FDs + 2 or 3 regional fire dispatch center plus 2
or 3 refineries
Washington DC - surrounded by 3 military FDs + 4 county fire dispatch
centers + 2 city FD dispatch centers + 1 airport FD
Atlanta Georgia FD - surrounded by maybe 4 county FDs and 4 city FDs
Miami Florida FD - maybe surrounded by 1 county FD and 5 city FDs
Quebec City FD - maybe surrounded by 2 regional FDs
