odd traffic on 470.075 today - boston mass area

had radio set on 470.075 with dpl for bems radio techs per rrdb

11 am - approx 10 second burst of P25 was heard

???????

with DPL on - why did hear P25 traffic? or was it encrypted FM traffic?
