Enviro Quality does not issue burning permits but you might need
permission from Enviro Quality to burn
seems weird ... how would anyone know what a "burning permit" is if
no one issues them? is everyone from Texas originally from New
England? perhaps once upon a time someone in Texas WAS issuing burning
permits
its also very weird that you "might" need approval ..... sounds like a
loophole big enough to drive a mack truck thru
on the other hand ... maybe opening burning is very illegal in Texas
and considered to be a Mexican kinda thing ... cant have that
