this is another county where Cal Fire and the local VFDs have
effectively been merged in an administrative sense - ( operationally
they have been merged for decades - since they use a common radio and
dispatch system - and since the career staff for the County Fire
District stations are all Cal Fire employees )
legally speaking - Cal Fire is responsible for wildland fire
suppression on state responsibility areas - which basically is the
lowlands between the cities and the mountains - the county is somewhat
responsible for fire and rescue services in all unincorporated areas
and non fire district areas - the cities and fire districts are
responsible for their tax support areas - the volunteer companies are
responsible for some of the unincorporated areas (with financial
support from the County iirc)
note - this is a county fire district not a county fire department -
which apparently means that they set their own tax rate and have their
own budget (entirely separate from the County budget)
Fresno County Fire has 2 Cal Fire repeater pairs and a County repeater
pair or two - for dispatch and command channels - ( they also use a
mixture of local and Cal Fire tac channels ) - all of these radio
channels are in the VHF highband

Department Profile
The Fresno County Fire Protection District, in cooperation with the
California Department of Forestry and Fire Protection (CAL Fire),
provides all risk emergency services from 15 career staffed fire
stations and 2 District paid call firefighter stations. The
Fresno-Kings Unit of CAL Fire provides services through 9 CAL Fire
manned, state owned stations.
Under an MOU signed with the County of Fresno in 2018, the District
assumed operational responsibility for the unprotected areas of the
County, in effect becoming the jurisdictional authority for those
areas. As part of the agreement, the District also provides support to
five true Volunteer Fire Companies in Eastern Fresno County.
