'initial attack' is day 1 on a fire
'extended attack' is everything beyond that
radio freqs change after Day 1 on a fire
the reason is - all the radios are set up with 16 channels to handle
their initial attack incidents - anyone coming to the fire later is
going to need to get their radio reprogrammed anyhow (since they are
coming in from out of area) - so you might as well reprogram everyones
radio at the fire - and release the initial attack freqs back to the
local jurisdiction
east coast firefighters have no clue about any of this - lol
