times before - london has 100 fire stations - and 150 appliances - so
50 stations have 2 engines and 50 stations have 1 engine

london fd gets first engine onscene in an average of 5 minutes - and
the 2nd engine arrives in an average of 6 minutes
Boston fd might do 4 minutes and 5 minutes - or 3 minutes and 4
minutes - not a huge difference - and maybe no difference at all based
on the specific time frame being measured - but maybe a significant
time difference
