99% have fulltime staff - maybe in the very rural areas they might
have some backup staff that is 'on call' - and I dont think they have
any volunteer staff either - everyone gets paid
police are the same way in the USA - except that many suburban police
and rural police have 'on call' detectives and specialty units (swat /
k9 / eod / etc)
fire departments are very different - many many areas have on call
firefighters - some are paid - some are not - in fact iirc 70% of the
oncall staff are totally unpaid - maybe it os 50% - see the usfa fd
