we always thought that the commander of the port / uscg would be in
charge - they have port plans usually - they address rescue and
salvage
apparently there is some hug barge crane that can lift the ship
maybe the bridge can be dragged out of the channel - does not seem
really possible to me
keep in mind - that scene is very unstable - if the bridge shifts at
all - the ship could roll over probably
