we have noticed that many dispatch centers are desperate to underplay
the initial dispatch - they dont want to confront the mayhem that has
been unleashed - they apparently need to slowly ramp up their mental
defenses
proof - how many fire dispatches have we heard with 'possible person
trapped' - they commonly turn out to be fatal fires
per comment - 7 minutes in is the nightmare sizeup - unknown if
actually 7 minutes but that does seem to be roughly appropriate
