pretty sure that forest net is used by the wildfire units - and the
'admin net' is used by everyone else - (except law enforcement units
who might use a 'law net' - but there is only about 10 of the law
enforcement agents - they mostly deal with stolen outhouses maybe)

the standard scheme seems to be - 3 repeaterized channels per Forest -
forest net for fire units - admin net for most everyone else - and a
service net which has fewer repeater sites and is shared by adjacent
NFs
an exception - shasta trinity natl forest apparently does not have an
admin net - siskiyou natl forest might be the same - klamath nf does
not have an admin net
wow - tahoe nf has fire net and forest net - that should be fire net
and admin net - if it was to follow the common scheme
sequoia nf has a non standard set up also - fire net plus simplex
admin net plus emergency net
inyo natl forest is non standard also - they have forest net north and
forest net south
eldorado natl forest does not have a service net but they have a tac net
