it is possible that prince georges county and fairfax county also sent

reported that FB2 and FB3 were enroute to Regan Airport

2055 - on DCFD Dispatch channel - multi units dispatched - sounded

an Alert 2 at Logan Airport in Boston seems to get more of a response
than an Alert 3 at Regan - an Alert 3 is an actual crash - an alert 2
is a possible crash

Alert 2 at Logan gets all airport fire trucks plus 1 boston eng and 1
boston lad and 1 boston amb and 1 boston ems supervisor plus maybe 1
boston fd boat plus maybe uscg or boston pd boat

Alert 3 at Logan probably also gets 5 engines from boston and 2
ladders and 1 or 2 rescue trucks - maybe even a task force of heavy

one thing that dampened down the Regan airport response was people
saying "a helicopter crash' - it was not just a helicopter crash by

FD and Arlington County FD dispatch multi fire engines and ambulances
to the airport

note to self - pretty sure that the initial dispatch for the regan
airport fd was heard on TG3A on the wmaa feed - then enroute and
onscene comms were on 3L and 3M - the Arlington MCI Alarm was also
heard on TG 3A - maybe that was redundant actually - a function of the
CAD to CAD link perhaps - note sure about this - but anyhow - initial
dispatch at 2049 hours with big upgrade at 2100 hours

DCFD also had a full response - will need to check the times

technically speaking - per google maps - all of the potomoc river is
in washington dc - however dcfd has no units stationed on the west
side of the potomoc river - so its a legal distinction but not a real
operational distinction - technically speaking if the aircraft landed
in the river in DC - then DC should be the IC and run the show - but
the airport can get there as quick as DCFD and the airport might
actually have more boats than DC

unnown what assets the USCG has in the area - would be surprised if
they can get more than 2 thirty foot boats to the scene in under 30
minutes

Umm no. The helicopter was on the normal flight path for helicopters
passing through DC. But the flight path has a max altitude for
helicopters of 200ft. The radar log shows the helicopter at 300ft and
it was climbing.

it just occurred to me - even if the helo pilot fixated on the wrong
jet - he STILL was not supposed to fly thru the glide path / approach
path for the jetliners - you can be DAMN sure of that - you either
cross above or below the glide bath - you dont go thru it - ever

try to imagine what the approach and departure paths look like at
airports - big Vs that stick up out of the ground - you either go
around them or under them or over them - its not that terribly hard to
imagine - but you need to have the brain processor power to do it -
because there are no glideslope signs floating up there in mid air -
you would think that their electronics would display the glidepaths
and ground landmarks and even street names and flight obstructions

iirc they filled all 111 reservoirs and tanks before the fire started

electricity was not lost at any of the pumps

iirc the 3 tanks had 1 million gallons each - so the water dept would
pump water up to the 3 tanks - and then it would flow downhill in the
street pipes to the homes and hydrants - it sounds like too much was
coming out of the tanks relative to what could be pumped up into the
tanks - maybe there were only 6 inch mains going up the hills to the
tanks - that might limit the flow to 1000 gpm or 2000 gpm max

try to picture the scenario - first the tank is sitting there full -
nothing is going out and nothing is going in - then the LAFD opens a
few hydrants and the water level starts dropping in the tanks - so the
water dept pumps kick on and start refilling the tanks - and at some
point the LAFD is taking way more out of the tanks than the water dept
can pump back into the tanks - then you have a problem Houston -
especially if there is only 1 pipe filling each tank

one solution could be to grab a hydrant in Santa Monica and get 5
pumpers to relay water up to Palisade Village - but maybe the biggest
hose they have in the area is 3.5 inch hose - and it has high friction
losses so you cant really pump very much water thru it - maybe 500 gpm

other parts of the USA have 4 inch and 5 inch and 6 inch hose to relay
water over long distances - here is over a mile of hose on a Georgia
fire truck in 2014 -

salt water - so you might destroy some pumpers - maybe not

another solution is to do water shuttles with tanker trucks and drop

has 5 - la county fd might have 5 also - so of 1000 fire stations in
los angeles county - only about 15 of them have water tanker trucks -

when ntsb does a crash analysis - they often come up with several
major 'causes' - lets keep that in mind

Palisades Fire

call was dispatched around 1030 am iirc - maybe some teens caused the
fire - the fire grew rapidly in a brushy area near homes

approx 6 helos responded on the first alarm - each maybe had 800
gallons of water onboard - lafd helos came from an earlier brush fire
on North Queen St so they arrived before any ground units

unknow where the la county aircraft came from - maybe 1 helo from
malibu and 1 helo from pacoima and 1 helo from further out - maybe all
3 came from pacoima - we might have one of their response times on the
V1 tape

super scoopers came from van nuys - not sure if there was 2 of them or
4 of them - iirc at least 1 super scooper acknowledged the call via
radio - maybe that was on a lafd radio channel - but they arrived
after the initial helos it seems

the first ground unit from lafd had a 10 minute run over 3 miles all
uphill - up 1000 feet - apparently there were ZERO ground units
prepositioned in that upper neighborhood which is maybe called
Palisades Highlands

la county ground units had runs of 5 to maybe 20 miles - so they were
much slower to respond than lafd ground units

lafd requested 40 extra engines in the first 10 minutes of the fire -
so mobilization speed was not a real issue - but already it was too
late apparently

the game at this point is to kill the fire - by any means possible -
there were many active hydrants around the homes - it was a modern
neighborhood with wide immaculate streets and immaculate homes - no
graffiti - no trash - definitely upper class - see google street views

efficient firefighting would require the IC to know where the flames
were located - which way the wind was blowing - the lay of the land -
the type of fuel and dryness

first arriving aircraft would try to drop water on the head of the
fire or at the most exposed residences - those decisions would be made
by the first arriving pilots or by the heloc (who was in Fire 4 / a
LAFD helo)

the super scoopers would try to drop while avoiding the helos and the
ground units - that would be coordinated by helco and/or by the first
arriving pilots - they do that all the time - it is rehearsed and SOP

coordination between aircraft and ground units can be hard - there is
just 1 a/g freq for lafd (154.83) and 1 a/g freq for la co fd (154.40)
- but if there is no one to talk to one the ground - then the channels
are useless essentially - and this happened at this fire

in fact Fire 4 can be heard calling on V1 looking for ground units -
he finally got thru to some BC who was still enroute to the scene

each fire pumper / engine has 500 gallons of water on board - hydrants
can supply 1k gpm to maybe 5k gpm - a ladder pipe can flow 1k gpm -
have not heard of any ladder pipes being used - the back yards can not
be seen from the street on Piedra Morada (St)

so how do you put out a fire if you cant see exactly where it is
located? how do you know which street to take to reach the fire? can
the helos send you some lats and longs? maybe - does the fire truck
have a GPS to enter the lats and longs from the helo? good question

when the smoke is billowing and the neighbors are screaming - its a
little late to be dealing with lats/longs/tom toms / gps etc

we never heard any helo giving any lats/longs - Fire 4 first mentioned
that the fire had already crossed Palisades Drive iirc - so that was
maybe a1/4 mile run or 1/2 mile run in the first 15 minutes of the
fire - ish

itw as avery dynamic high stress situation - their voices reflected
that - they knew what they were up against

too late to worry about reservoirs and smelt and fuel management and
emergency generators for water pumps at that point

note - possible los angeles water comes in via aqueduct from north to
reservoirs in Pacoima - then is sent to reservoirs and water tanks
throughout the city of Los Angeles

not sure where the fire started exactly - looked like it was under
high tension lines - maybe on the banks of a river / stream - maybe in
a Canyon - the fire started at night - the FD was very busy in the
area with wire down calls etc - not sure what the initial response was
- not sure where the initial units were sent - not sure if hand crews
and bulldozers were the initial attack units - not sure if there was
good coord between LA co FD and Pasadena FD and ANF

note - LA Co FD protects Altadena - Pasadena FD protects Pasadena -
ANF protects Angeles National Forest - NASA JPL FD might have been
nearby also - in other words - the initial dispatch maybe got units
from ANF + Pasadena FD + LA County FD + JPL FD - it was probably a
mutual threat zone and there were probably written mutual aid
agreements and SOPs in effect for all of the FDs - typically they have
full boundary drops in LA County - maybe not in every location - but
in many of them

if the fire was under high tension lines - maybe the FD could not get
close to the fire at all - and maybe it had spread to too large of an
area by the time the first responding units got into position

obviously something very bad happened because this 1 fire that started
as a small area (maybe 100 feet by 100 feet was first spotted)
managed to take out 6,000 homes

maybe when they got around to asking for 100 engines, they were told
that most of the units were at the Palisades Fire - so they would have
to wait for units to arrive from Sacramento or Las vegas - which is
wild - maybe Tijuana FD should have sent some engines

questions - what sparked the fire? was the power off? why was there
fuel under the electric tower? why was there fuel in the area? had any
retardant been applied to the area before the red flag? isnt there a
new retardant that can be applied once per year?

los angeles county FD and los angeles city fd have preplanned
procedures for handling very large fires

LA County FD

pretty sure that the county FD operates like this - first alarm brush
- 5 engines plus 2 hand crews plus 1 dozer plus 2 or 3 copters - 1
engine goes to helispot to feed the helos - 2nd alarm brush - 5
engines plus 2 hand crews plus 2 copters plus 1 dozer - third alarm
brush - 5 engines plus 2 hand crews plus 1 dozer plus remaining helos
- moveups are done for each brush alarm

for more apparatus - we believe that they contact the OES fire
coordinator - and they send strike teams of five engines each - they
might come from in county or out of the county

note - in mutual threat zones / on the borders between 2 FD areas -
both agencies will typically send a full brush response on the first
alarm

not exactly sure what the LA City response protocol is

first alarm brush - 5 engines and 1 ladder and 3 copters and 1 dozer
and maybe 2 mutual aid hand crews - beyond that they can ask for any
number of additional engines and resources - for the Palisades Fire
they asked for 40 extra engines within 10 minutes of the first
dispatch - the extra units are probably a mixture of LA City units and
suburban FDs and out of county FDs

LAFD probably had approx 120 engines on duty when the Palisades Fire
broke out - so sending 45 engines to the fire is nearly 50% of their
available engines - if they wanted to request 20 mutual aid engines -
maybe they could get 5 from Long Beach and 5 from County FD and 5 from
Verdugo Dispatch and 5 from Torrance area

there might be 400 fire stations in Los Angeles County - if they had 3
engines at each station - then they could have 1,200 engines available
in the County at maximum staffing - in fact they should probably do
that - with 3 shifts on duty - they could staff all 3 engines - this
would help on brush fires and earthquakes and nuke bomb attacks
