lets try this for a new Wash DC address numbering scheme - address
ending in 1 or 5 is NE - address ending in 2 or 6 is NW - ending in 3
or 7 is SE - ending in 4 or 8 is SW - [or maybe 1/2 - 3/4 -5/6 - 7/8 -
or 0/5 etc whatever]
presently each block has 100 numbers - for example '1101 12th NW' is
between K St NW and L St NW because K is the 11th letter in the
alphabet - {approx - counting letters on my fingers here]
with the new scheme - you would have 1102 1106 1112 1116 1122 1126
1132 1136 1142 1146 1152 1156 etc on 12th St NW between K and L
streets - and you could lose the quadrant designator and still know
which quadrant was in play

also would be cool to incorporate gps lats / longs into addresses -
like 37261 west 92415 street - that could be 37.261 N 92.415 W
