Rhode Island has 1 and only 1 PSAP
Rhode Island has 3 counties
Rhode Island has approx 50 citys and towns - and nearly everyone
operates their own police or fire/ems or ems dispatch center - and
nearly every agency has their own talkgroup or radio channels - the
only shared channels presently are in the Westerly area iirc
So if you dial 911 - the statewide calltakers answer - and then send
the details to the local dispatch center somehow - or forward the
calls
