3. look up the desired radio frequency at Radio Reference website

4. enter the desired frequency into scanner

5. listen to scanner

1. you might get some interference - you might want to add the PL or
DPL - if you scanner will allow that

2. you might be too far from the desired station - you might need to
move your scanner around, or get an outdoor antenna

3. you might need a trunktracker - a trunktracker is a scanner that
can monitor a "trunked radio system" (which are used in many parts of
the USA) - this is a whole new kettle of fish - you should be able to
go to Radio Reference and find the 'control channel' and the most
interesting 'talkgroups' for your local trunked radio system - program in the control channel and
talkgroups - start to listen
