Houston TX - 2017 - city study

https://www.houstontx.gov/council/committees/bfacommittee/20170517/long-range-financial.pdf

some very interesting info about staffing levels in Los Angeles and
NYC etc vs Houston

note - I think that Los Angeles has more high speed streets than other
citys - plus they have high speed expressways

note - EMS in Austin is provided by the County

note - San Antonio has lots of military people - the city has tiny
numbers of cops and FD - not quite sure why

note - FDNY and NYPD are bloated beyond belief - what exactly makes a
house fire or robbery in NYC so much harder to handle than in Los
Angeles or Austin? (maybe NYPD numbers are bloated because they
include transit, school, and housing cops)
