finally we have figured out how san diego fire uses their radios

a command channel and a tactical channel are assigned to all or most
incidents - the dispatcher monitors the command channel - all units
stay on the command channel until they are given an assignment at the
scene - then they switch to the tactical channel

always wondered why they assigned 2 channels to every incident - this
makes it very clear - apparently the procedure started in 2012

next we have to figure out what they do for radio comms on ems calls

they have 3 types of ems calls - level 1 - one als amb and one fd unit
hot - level 3 - one als unit cold - level 4 - 1 als amb or 1 bls amb
cold
