apparently the issue was that dispatchers had 2 options - call it a
Alert 2 Still Alarm or call it an Alert 2 Brown/Montgomery
iirc there are 3 airports at san diego - international + brown + montgomery
international has dedicated crash trucks and crews
brown and montgomery are covered by cross staffed arff vehicles based
at nearby fire stations
you can see how the responses would be very different but the
dispatcher would need to be very familiar with the response procedures
