they are all volunteer - no one receives any pay unless its a big forest fire
one way to look at it - if they lose just one house per year to fire -
that will be $1M every 2 years maybe - insurance companies probably
wont like that
a simple calculation could be - if we get a new ladder truck and a new
station and a lower ISO rating - then we save X amount by spending Y
amount - plus maybe we save a few lives along the way
