very few counties still use 46 mhz channels in NY - therefore any
county that wants to maintain comms on 45.88 has to keep at least 1
low band base station in service on 45.88 in their county
other means of communicating with adjacent counties could be -
satellite phones - cell phones - radios on adjacent counties radio
systems - internet ties - microwave ties - talkgroups on power company
TRS - state ema radios - state forest fire radios - state police
radios - etc etc etc
